The method would help participating practices and animal-health partners use consistent signal recognition, exposure documentation, sample handling, referral, and follow-up procedures. It was designed for areas where long travel distances, limited laboratory access, small practice teams, and uneven information flow could delay or weaken surveillance.
The endeavor did not create a parallel reporting system and did not replace state or federal disease-reporting rules. Local authorities, laboratories, veterinarians, and public-health professionals would retain their legal and clinical responsibilities. The client’s role was to improve the quality and continuity of information moving through existing channels, support training, and help participating organizations evaluate their own process performance.

The individual contribution had to be separated from established veterinary practice

The contribution lay in how the client combined them for under-resourced field settings and improved the handoff between the person who first observed a problem and the laboratory or authority expected to assess it.
A dated contribution chronology was created from early checklists, revised referral forms, laboratory rejection reports, training slides, meeting minutes, email instructions, field notebooks, and statements from colleagues who had participated in implementation. The chronology distinguished the client’s work from the laboratory director, district veterinary officer, practice owners, and epidemiologists who approved or later refined parts of the process.
The documented method included:

A quality officer and a diagnostic laboratory supervisor confirmed the data source, the review periods, and the meaning of the measures. Workforce context: USDA NIFA’s Veterinary Shortage Situations framework recognizes rural food-supply veterinary shortages and public-practice needs such as veterinary laboratory diagnostics and epidemiology. NIFA’s Veterinary Services Grant Program supports education, extension, training, and rural practice enhancement. The petition used these programs to document an existing national need for capacity. It did not claim eligibility for a grant or treat a shortage designation as proof that the client’s endeavor satisfied Dhanasar.

Peer evaluation and U.S interest showed trust without overstating commitment
The client completed abstract review for a veterinary public-health conference and later evaluated small implementation proposals for a professional association’s rural outreach program. The archive retained invitation emails, reviewer instructions, scoring forms, completion confirmations, and evidence describing the work evaluated. Routine supervision of junior staff and informal comments on colleagues’ drafts were not counted as judging.
Three U.S. letters addressed prospective use. A university extension veterinarian identified value in adapting the training package for mixed-practice outreach. A rural veterinary network expressed interest in a limited referral quality pilot with participating practices. A state animal health program stated that consistent exposure histories and sample routing records could complement existing surveillance activities, subject to legal review, local priorities, and available resources.
The letters did not promise a job, grant, contract, government endorsement, or statewide adoption. Each described the writer’s role, the problem observed, the component considered relevant, and the conditions that would have to be resolved before implementation. That made the letters more useful than generic statements that the United States needed veterinarians.

The individual evidence then showed what this veterinarian had already built, how the work had been used, and why the proposed U.S. steps were feasible.
Surveillance context: USDA APHIS describes national animal-health surveillance as a coordinated network intended to detect threats, support animal and public health, protect the food supply, and provide actionable information. The petition did not suggest that the client would replace or direct this federal system. It showed how a small practice implementation method could improve the quality of information entering existing local and laboratory pathways.

The Form I-140 approval established the immigrant classification. 4. Existing veterinary science and public systems should be credited accurately. An individual contribution may concern implementation, referral quality, training, data continuity, or adoption rather than invention of the underlying science.
5. National context and individual proof serve different purposes. Federal policies can explain why a problem matters; they cannot establish that a particular veterinarian has the record or plan to address it.
6. A rural or shortage-area argument is stronger when it explains the operational problem and the proposed method. A shortage label alone does not show national importance or that the person is well positioned.
7. Confidential animal-health records require careful handling. Aggregate audits, authorized summaries, blank tools, custodial confirmation, and independent letters can preserve evidence without exposing protected information.
