It did not replace engineering analysis, statutory planning, environmental review, community consultation, or a formal benefit-cost analysis required by a funding program. USCIS approved the NIW petition without an RFE
USCIS approved the EB-2 NIW I-140 petition without issuing a request for evidence. The approved record presented a materially different case from the earlier EB-1A filing. It did not ask USCIS to accept the client as a top-of-field climate economist.
